I don't really know if J-WAVE or any other radio station is part of the J-pop machine. Only about 5% of Japanese kids get their music info from radio, which means that radio is much freer to play whatever they want. J-WAVE doesn't really do Top 40 - I've heard them play Akakage and other small indie bands (even Marxy).
