how about postal privatization combined with a media campaign to really really encourage day trading amongst housewives? Cheers or Jeers?
The bubble-culture revival you've mentioned a couple times is going to become fully manifest as a proper economic bubble in an extended flood of money from no-longer-so-secure-and-convenient postal accounts into the TSE in the next couple years.
The horiemon/koizumi connection is gonna crush the economic aspect of your "terminal decline", even if it does further demolish the interesting pop-culture that rose in the popped-era.

Maybe there's a harder setting you need to beat it on, like ROID-RAGE
Tetris ending was weak.
And anyone who played that SEGA CD system might remember NIGHTTRAP and the countless pubescent boners it dissapointed with it's failure to deliver on the nudie-ending.
...maybe it was just me.
[can I write boners on your site?]
